Staverden was granted city rights in 1298 by Count Reinoud I of Gelre. In 1309, the granted city rights were confirmed by the German emperor. However, it never became a city. Because of the granted city rights, Staverden is the smallest city in the Netherlands. Today, it has approximately 30 inhabitants.
